CALL TO ORDER at 4:59 PM 2. ROLL CALL Present: Chairman Natalie Varela; Commissioner Stephen Barnes; Vice Chairman Carey Reddick, Jr., Commissioner Ron Ruppert; Commissioner Rory Wilson; Commissioner Craig Rudolphy Staff Deputy Town Manager/Community Services Director Rachael Goodwin; Present: Recreation Mananger Linda Ayres, Executive Assistant Patti Lopuszanski 3. PRESENTATION: Staying out of trouble. Help me help you! Presentation by Linda Mendenhall. Town Clerk Ms. Linda Mendenhall, Town Clerk presented information to CSAC Commissioners regarding the responsibilities of being on a commission, Open Meeting Law and the intent of the law to maximize public access to the government process. The following topics were covered: Meetings • In compliance with Open Meeting Law (OML) must be properly noticed • Posted agenda with items listed for discussion and action • Agenda specific: Meeting date, time and location • Quorem is present at the meeting • Minutes of meeting prepared and approved Pitfalls of OML • Not providing sufficient details on an agenda regarding the items • Discussing or taking action on items not listed on the agenda Order of Meeting • Chair calls meeting to order - "I call the regular meeting of (date) • Chair call for Roll Call • Presentations • Call to Public • Action Items (Consideration and Possible Action) • Discussion/Update Items • Calendar/Next Meeting Date • Adjournment Responsibilities • Chair - Opens the Meeting • Recognizes member who wishes to speak • Stating the question...moved by XXX and seconded by XXX is there any discussion? After the discussion ends, ask if there is any further discussion on the item. If no, then will take a vote. Those in favor say "yea." Those against say "nay." Then announcing the vote and motion passes either unanimously or by the vote count. . Next item of business on the agenda Chair • Leads the meeting and makes sure it runs smoothly • Discussion remains on topic • Try to encourage participation from all members on the commission Commission Members • Attend meetings • Read the agenda/packet prior to the meeting • Participate in the discussions 4. CALL TO THE PUBLIC Pursuant to A.R.S. §38-431.01(H), public comment is permitted (not required) on matters NOT listed on the agenda. Any such comment (i) must be within the jurisdiction of the Commission, and (ii) is subject to reasonable time, place, and manner restrictions. The Commission will not discuss or take legal action on matters raised during Call to the Public unless the matters am propedy noticed for discussion and legal action. At the conclusion of the Call to the Public, individual commissioners may (i) respond to criticism, (ii) ask staff to review a matter. or Oh) ask that the matter be placed on a future Commission agenda None 5. CONSIDERATION AND POSSIBLE ACTION: Approval of June 13, 2022 CSAC Minutes MOVED BY Commissioner Rory Wilson, SECONDED BY Commissioner Craig Rudolphy Vote: 6 - 0 - Unanimously 6. CONSIDERATION & POSSIBLE ACTION: CSAC 2023 Proposed Dates MOVED BY Commissioner Craig Rudolphy, SECONDED BY Commissioner Stephen Barnes Vote: 6 - 0 - Unanimously REVIEW AND DISCUSSION: Orientation Manual for Commissioners Ms. Lopuszanski reported on the status of the Orientation Manual for Commissioners. The digital version, including a section on Commissioners and their duties, will be completed to be presented at the October 24, 2022, CSAC Meeting. UPDATE: Workgroup Topic - Benchmarking other cities' fitness equipment and adaptive equipment for those with special needs Commissioner Wilson and Vice Chair Reddick presented their workgroup topic, " Benchmarking other cities' fitness equipment and adaptive equipment for those with special needs. A listing of the top 15 recommendations for Adaptive Equipment was presented to the commissioners. Noteworthy from Vice Chair Reddick and Commissioner Wilson was wheelchair accessible equipment with dual access, and water stations. Ms.Goodwin thanked the workgroup for their detailed report and expressed how helpful this information would be for staff to move forward. 9. UPDATE: Workgroup Topic - Walkability improvements in town. Where can people not walk to a park? Chair Varela and Commissioner Barnes presented their workgroup topic on "Walkability improvements in town. Where can people not walk to a park?" Chair Varela shared that there are areas on Saugero to Fountain Hills Blvd as well as Palisades to Fountain Hills Blvd on El Lago where walking is done in the bike lanes as there are no sidewalks. Cross street safety was discussed and crosswalks as well as bike safety. Ms. Goodwin shared that there will be a bike rodeo at the November 5th Day of Play event and address bike safety. Commissioner Rudolphy asked if the Streets Department had a map with infill projects that were scheduled. (AMENDED ADDITION) Commissioner Ruldolphy asked that the meeting minutes be amended to include his request to coordinate with the Streets Department for them to provide the list of their priorities for walkability. Ms. Goodwin asked the commissioners to take a picture and send it to Community Services if they see areas that have no sidewalks, as sidewalk in -fill is a priority. 10. UPDATE: Special Events Ms. Ayres informed the commissioners of the upcoming events and the need for volunteers at the infiatables and Town Tent for Spooky Blast that will take place at Four Peaks Park on October 29, 2022. 11. UPDATE: Volunteer Opportunities and Town Events Ms. Goodwin provided information on Make a Difference Day (MADD) which will be held on October 22, 2022, from 8 AM -Noon. Volunteers will be involved with 39 projects along with 5 Town projects. 12. UPDATE: Next Meeting October 24, 2022 The next CSAC meeting will be held on October 24, 2022 at 5:00 PM in Town Council Chambers. 13.
