RESOLUTION 1996-12
A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE
TOWN OF FOUNTAIN HILLS,STATE OF ARIZONA DECLARING A SIX
MONTH MORATORIUM ON NEW SALES TAX REIMBURSEMENTS
AND PARTICIPATING IN A VALLEYWIDE EFFORT TO DEVELOP A
PERMANENT AGREEMENT.
WHEREAS,theTownofFountainHills recognizes the importance ofregional
cooperation in planning forthe growth and development of the metropolitan region,and
WHEREAS,theTownof Fountain Hills recognizes thattheuseofsalestax
reimbursements toattractretail development maynotaddtotheoverallwealthorwell-beingof
the metropolitan area,and
WHEREAS,theuseofsaleslax reimbursements bycitiesandtownsmayredirect
municipal revenues awayfromthe funding of basic municipal services,and
WHEREAS,theTownofFountainHillsrecognizesthatifallmunicipalitiesagreeto
ceaseusingnewsalestax reimbursements,then citizens throughout the metropolitan areawill
gain as retail development will occur where needed and more revenue willbe available or
services to residents,and
WHEREAS,theTownof Fountain Hills recognizes thatexisting agreements and
agreements in negotiations forsalestax reimbursements mustbe recognized,and
WHEREAS,theTownof Fountain Hills recognizes thatinfill redevelopment areaswill
notbe subject to this moratorium,and
NOW,THEREFORE,BE IT RESOLVED,that the Town of Fountain Hills declares
a six month moratorium on new sales tax reimbursements,and
BE IT FURTHER RESOLVED,thattheTownofFountainHillswillparticipateina
Valleywide effortto develop a permanent agreement on sales tax reimbursements by September
15,1996;
PASSE AND ADOPTED this7thdayofMarch,1996 bytheMayorandCommon
Council of the Town of Fountain Hills,Arizona.
