HomeMy WebLinkAboutRes 1996-53\^^/ RESOLUTION 1996-53 A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF FOUNTAIN HILLS,ARIZONA,REQUESTING THE ARIZONA STATE LEGISLATURE TO SET ASIDE THEIR DIFFERENCES AND ACT ON AN APPROPRIATELY CRAFTED SCHOOL FUNDING PROPOSAL; AND REQUESTING THAT ALL SCHOOL DISTRICTS IN ARIZONA WORK TOGETHER WITH THE STATE LEGISLATURE TO THIS END. WHEREAS,in1994,theStateSupremeCourtissuedaruling,orderingtheState Legislaturetoeliminatedisparitiescreatedbytherelianceonpropertytaxesforbuildingnew schools,wheredistrictswithlargequantitiesofcommercialandotherhighlyassessedproperty canafford better schools thanthosewithlesssuch property;and WHEREAS,homeowners in districts withless commercial and highly assessed property suchasFountainHillspaytaxratesthatareuptofivetimesashighasthosepaidbyresidents ofbroadtaxbasedistricts,resultinginunder-financedfacilitiesandeducationalinequity;and WHEREAS,manywealthydistrictswithenoughtaxablepropertytosupportbondissues opposeanyplanrestrictingandregulatinghowmuchtheirdistrictcanspendonschools;and WHEREAS,thepropertytaxpayersarealwaysrequestedtopayfortheseemingly endless stream of education related cost increases;and WHEREAS,thoughseveralalternativeplans,suchastheKillian-Keeganproposal,have beensuggested,noproposalhasenjoyedenoughpoliticalsupporttobeimplemented;and WHEREAS,thecitizensofFountainHillsandresidentsof Arizona expecttheState Legislaturetofulfillitsobligationtoprovidean appropriate solutiontothe State's schoolfunding dilemma; NOW THEREFORE,BE IT RESOLVED bytheMayorandTownCouncilofThe Townof Fountain Hills,Arizona,thattheState Legislature setaside their differences,recognize andactuponthe immediate needfor additional,equitable funding forallschool districts inthe State of Arizona. BE IT FURTHER RESOLVED,thatthe State Legislature should seriously studythe Killian-Keegan proposal asa possible solution tothe school funding dilemma; BE IT ALSO FURTHER RESOLVED,that The Town of Fountain HillsurgestheState Legislature toavoid solutions requiring further State-mandated property tax increases; c BEITFINALLYRESOLVED,that The Town of Fountain Hills urges the State Legislaturenottoactonanytaxreductionproposalsuntiltheschoolfinanceissuesaresettled.
