A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE
TOWN OF FOUNTAIN HILLS,ARIZONA,SUPPORTING LEGISLATION
PROPOSED BY THE MARICOPA COUNTY ASSESSOR TO IMPROVE
THE EQUITY OF THE ASSESSMENT OF PROPERTY VALUE WITHIN
MARICOPA COUNTY,AND ENCOURAGING THE STATE LEGISLATURE
TO IMPLEMENT THE PROPOSED AMENDMENTS.
WHEREAS,the Town of Fountain Hillsandthe Maricopa County Assessor's Officehave
an extensive history of cooperation and innovation inplacingreal property onthe tax rolls;and
WHEREAS,the Maricopa County Assessor's Officeisseekingtomoreequitablyestablish
assessedvaluationfornewly constructed residential property andresaleor "pre-owned"homes;and
WHEREAS,the Maricopa County Assessor's Officeis proposing legislation tothe State
Legislature to grant the authority totheCounty Board of Supervisors to require owner-builder
residential development toapplyfora "Certificate of Valuation"fromthe Assessor's Officewithin
30days of issuance of a Certificate of Occupancy issuedbyalocal jurisdiction;and
WHEREAS,the legislation willalso require that a "Certificate of Valuation"be submitted
uponany property transfer deedatthetime of recording to assure proper recordation of salesdata,
atimingwhichwillnotimposeanadditionalburden upon buildersor owners,yet assure thatafair
market valueis established forreal property saleswithintheCounty;and
WHEREAS,the Town ofFountainHillswhollysupportssuch legislative amendments which
reduce oreliminate inequitable tax assessments toall property owners withinthe community.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE TOWN OF FOUNTAIN HILLS,ARIZONA,AS FOLLOWS:
Section 1.ThattheTown ofFountain Hills,Arizona,fully supports the efforts of the Maricopa
CountyBoard of Supervisorsandthe Maricopa County Assessor's Officetoimplementanequitable
tax assessment procedure andvaluationmethodforall of Maricopa County.
Section2.Thatthe Town Clerkisherebydirectedtoprovideacopy of this Resolution toall
members of the Arizona State Legislature alongwithan appropriate cover letter fromtheMayor.
PASSED AND ADOPTED bythe Mayor and Common Council of the Town of Fountain
