A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE TOWN OF
FOUNTAIN HILLS,ARIZONA,INITIATING A PUBLIC PARTICIPATION PROGRAM
AS A PART OF THE PREPARATION FOR THE UPDATE TO THE TOWN OF
FOUNTAIN HILLS GENERAL PLAN.
WHEREAS,TheTownCounciloftheTown of Fountain Hills,asthegoverningbodyofreal
property located inthe Town of Fountain Hills,desires to empower its citizens to
participate and provide guidance inthe planning process of updating the existing
adopted General Plan,and
WHEREAS,TheTownCounciloftheTownof Fountain Hills considers theinputofits
citizens a valuable component of good government,and
WHEREAS,TheStateof Arizona statute,ARS 461.06 B.l requires thata governing bodyof
each municipality adopt written procedures to provide effective,early and
continuous public participation inthe development and/or major amendment of a
general planformall geographic,ethnic and economical areas of the community,
NOW THEREFORE,BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL
OF THE TOWN OF FOUNTAIN HILLS,ARIZONA,as follows:
Section 1.The objectives of this public participation program areto:
1.Provide every citizen and affected party equal access tothe general plan
decision-making process.
2.Promote and encourage early and continuous involvement inthe general plan
update.
3.Provide opportunities for interaction and input into the decision-making
process.
4.Ensure that all government decisions,policies and programs have citizen
input.
5.Ensure opportunities for intergovernmental and inter-agency involvement and
input.
6.Comply withall Growing Smarter requirements as described and amended in
the Arizona Revised Statutes.

Section2.Thatinordertoaccomplishtheseobjectives,thefollowingactionsshallbe taken:

TheTownshallprovide opportunities forpublicinputand involvement at
public hearings after effective notice.
TheTown shall provide opportunities for written comments.
TheTown shall provide draft copies ofthe revised General Plan2002tobe
placedinatleasttwopublic buildings intheTownforpublicreviewand
comment.
TheTownshall coordinate withandshallprovidedraftcopiesoftherevised
General Plan2002tobe delivered toall affected intergovernmental andinter
agency parties with adequate time for review and for comment.
TheTownshallprovidehandoutmaterials,supportmaterialsforpublication,
pubicnoticematerialsandany materials necessary inthepreparationof
election brochures at community meetings.
TheTownshallprovide information andnoticesforpublichearingsusing
any/allofthe following public notification techniques:
a.News releases
b.Community newsletters
c.Public service announcements
d.Web page information and announcements
TheTownshall present the proposed updateoftheGeneralPlanat public
meetings,andwith effective notice,tothe Planning and Zoning Commission
for their recommendation andtotheTown Council for approval.
After Town Council approval the General Plan 2002 shall be submitted tothe
voters for ratification.
PASSED AND ADOPTEDEY the Mayor and Common Council ofthe Town of Fountain Hills,
