HomeMy WebLinkAbout1990.0109.TCRM.MinutesMINUTES OF REGULAR SESSION TOWN COUNCIL THE TOWN OF FOUNTAIN HILLS January 9, 1990 The Town Council of the Town of Fountain Hills met in regular session on Tuesday, January 9, 1990, at 6:30 p.m., at the Fountain Hills School District Administration Building, Fountain Hills, Arizona. ROLL CALL The meeting was called to order, followed by the pledge to the flag. It was observed that Harry Barber, Joe Bill, John Cutillo, Charlie Fox, Dick Haugen, Marti Lemieux and Mike Minarsich were present. NEW BUSINESS I. Minutes from the January 6, 1990 meeting were approved. 2. John Cutillo was nominated and elected Town Mayor by a unanimous vote. Joe Bill, Dick Haugen and Mike Minarsich were nominated for Vice Mayor. Joe Bill declined the nomination, followed by Dick Haugen and Mike Minarsich was elected Vice Mayor by a unanimous vote. 3. The town election calendar provided by the Arizona League of Cities and Towns was adopted as the Town's Official 1990 Election Calendar. 4. An ordinance providing for non -partisan elections was discussed and adopted as Ordinance 90-1. 5. A resolution providing for the election of the town council for four year staggered terms was discussed and adopted as Resolution 1990-1, 6. A resolution calling for the election of the Town Council was discussed •and adopted as Resolution 1990-2. 7. The council discussed a plan of action to take on staffing the town's personnel. To enable the election process to proceed, the council decided to appoint an interim Town Clerk and agreed to discuss potential candidates in Executive Session later in the evening. The appointment was to be acted upon in open session following the Executive Session. Due to a request by the attorney for the Fountain Hills Road District to enter into discussion on a possible law suit settlement cooperative venture, it was moved and approved to appoint Richard C. Erickson as an interim Town Attorney until a permanent Town Attorney could be .interviewed and approved. After further discussion, it was moved and approved that the council form a committee, with citizen membership, to: - investigate the various staff positions that the town would require, - decide whether to hire staff or appoint volunteers to the various positions, - decide the priority of the staff positions to be filled. Joe Bill was asked by the Mayor to head the committee and Dick Haugen and Harry Barber volunteered to work on the committee. After asking for citizen: volunteers to join the committee, it was agreed that the committee would select citizen volunteers from a list submitted by the volunteers along with other recommendations. No time limit was set on when the Staffing Committee would return with their report and committee recommendation. S. The council discussed what format should be used at future Town, Council meetings. After various suggestions from the council members and the public in attendance, Dick Haugen was appointed to prepare a suggested fnrmat for the council to review and act upon in the form of a resolution. 9. The council discussed the time, place and date of future regular Town Council meetings. It was moved and approved as Ordinance 90-2 that the first and third Thursday of every month would he the day for regularly scheduled meetings. The Fountain Hills School District Administration Building was approved as the regular meeting place and 6:30 p.m. was approved as the regular meeting time in this ordinance as well. 10. A committee was appointed to develop and draft the Town's Interim Budget to be acted upon at the next public council meeting. Charlie Fox was appointed chairman while John Cutille and Mike Minarsich volunteered to serve on the committee. 11. The council next voted to go into Executive Session to review the candidates for Town Clerk and discuss, along, with legal council, the possibility of being partners in a legal settlement with another yovernmental hndy. 12. After coming out of Executive Session and voting to come back into regular session, Cassie Hansen was appointed interim Town Clerk until the council could hire a Town Clerk. It was the agreement of the council that this should take place as soon as the council passed their town budget. ADJOURNMENT The meeting was adjourned at about 10:00 p.m. and John Cutilla called a special meeting prior to the next regularly scheduled meeting.
