MINUTES OF THE REGULAR SESSION OF THE FOUNTAIN HILLS TOWN COUNCIL
SEPTEMBER 19, 1991
A public meeting of the Fountain Hills Town Council was convened and called to
order by Mayor John Cutillo at 6:30 p.m. , Thursday, September 19, 1991 , in the
Fountain Hills Town Hall, located at 16836 E. Palisades Blvd. , Building C,
Fountain Hills, Arizona.
ROLL CALL - Following the pledge to the flag and the invocation by Councilman
Charlie Fox, roll call was taken. Present for roll call were the following
members of the Fountain Hills Town Council: Mayor John Cutillo, Vice Mayor
Frank Clark and Councilmembers Peg Tibbetts, Mike Minarsich, Charlie Fox, Wally
Hudson and Bill O'Brien. Also present were Town Manager Paul Nordin, Town
Attorney Nick Dotterman, and Town Clerk Cassie Hansen.
AGENDA ITEM #2-- ACCEPTANCE OF THE MEETING MINUTES OF SEPTEMBER 3RD AND 5TH, 1991
Councilman Hudson made a MOTION to accept the minutes. SECONDED by Councilwoman
Tibbetts. Vice Mayor Clark stated that there was one word to correct on the
bottom of page 2, of the September 3rd minutes. The last word on the page should
be "approved" instead of "approached". Councilman Hudson said he ACCEPTED THE
AMENDMENT TO THE MOTION. SECONDED by Councilwoman Tibbetts and CARRIED
unanimously.
AGENDA ITEM #3 - TOWN MANAGER'S REPORT
#3.A.1. Beeline Highway update. Mr. Nordin said that the design contract for
the necessary engineering work had been signed and awarded to the firm Hendrick
& Eberhart. He added, however, that the contract did not include the preparation
of bid documents. Mr. Nordin would now make sure that the engineering firm and
the Arizona Department of Transportation people kept a working relationship so
that when it was time for Phase II, they could work with the same engineering
firm and not have to go out to bid again. Mr. Nordin said that the estimated
completion time for the first phase was twelve to eighteen months. He reiterated
that the work that was currently taking place on the Beeline Highway was strictly
maintenance work and not part of the improvement project. Mrs. Dawn Schlum asked
what Phase I and Phase II were. Mr. Nordin said that they were for the
engineering work that needed to be performed before to the project could be let
out to bid. He added that Phase I included the proposal of various design
concepts, where the road would actually go, proposed cost estimates,
archeological and environmental work that would be required by Federal Standards,
utility line placement. Phase II would primarily be the bid document package.
Mayor Cutillo pointed out that there should not be a concern with the funding of
the project. Vice Mayor Clark said that the telephone calls were effective.
#3.B. 1. MCO special event request for charity benefit concert in the park. Mr.

Nordin introduced the item and Councilman Minarsich made a MOTION to approve the
special event request for Sunday, September 29, 1991 . SECONDED by Councilwoman
Tibbetts and CARRIED unanimously.
#3.B.2. Approval of engineering contract for P & D Technologies. Mr. Harrel
stated that the contract was ready for approval and the maximum amount for the
contract was $143,200. Councilman Hudson made a MOTION that contract be for the
design of the street paving east of Fountain Hills Boulevard and be awarded to
P & D Technologies, Inc. , 1702 East Highland Avenue, Phoenix, Arizona in the
contract amount of $143,200. SECONDED by Vice Mayor Clark and CARRIED
unanimously.
AGENDA ITEM #4 — CALL TO THE PUBLIC
Mayor Cutillo made a call to the public and noone responded.
AGENDA ITEM #5 — ADJOURNMENT
Councilman Minarsich made a MOTION to adjourn. SECONDED by Councilman Fox and
CARRIED unanimously.
The Town Council adjourned at approximately 6:45 p.m.
