HomeMy WebLinkAbout1993.0504.TCWSM.MinutesTOWN OF FOUNTAIN HILLS MINUTES OF THE WORK STUDY SESSION OF THE FOUNTAIN HILLS TOWN COUNCIL MAY 4, 1993 A public work study session of the Fountain Hills Town Council was convened and called to order by Mayor John Cutillo at 6:30 p.m., Tuesday, May 4, 1993, in the Council Chambers of the Town Hall Offices located at 16836 E. Palisades Blvd., Building C, Fountain Hills, Arizona. Present were the following members of the Fountain Hills Town Council: Mayor John Cutillo, Vice Mayor Bill O'Brien and Councilmembers Wally Hudson, Charlie Fox, Peg Tibbetts, and Councilman Minarsich. Councilman Clark was absent. Also present were Town Manager Paul Nordin, Director of Community Development Gary Jeppson, Town Attorney Bill Farrell, and Town Clerk Cassie Hansen. AGENDA ITEM #3 - PRESENTATION BY ROSENDO GUTIERREZ OF THE ARIZONA DEPARTMENT OF TRANSPORTATION ON THE PRIVATIZATION PROCESS FOR TOLL ROADS. Mr. Gutierrez gave a presentation on the privatization process for toll roads. He explained the proposal process was to advertise and allow industry to propose a toll road in any segment considered to be fundable and economically feasible. Pima proposed in Phase I to build in the river bottom at the Red Mountain interchange north to Shea Boulevard which would be 100% financed by the private sector. Phase II would go from Shea Boulevard to Frank Lloyd Wright Boulevard and $14M would be needed. Phase III would be from Pima Road, through Scottsdale Road and Squaw Peak Intersection, to I-17. The private sector would provide one-half of the money and the Federal Government would provide the other half, approximately $107M of public funds to complete Phase III. He explained other proposals that were being reviewed and considered. The Arizona Department of Transportation (ADOT) received a letter from the Pinal community opposing the toll roads because it was very complex to negotiate the right -a -way agreement in which ADOT would obtain the roadway. It was a complex matter they didn't feel would be beneficial to open up again and they believed it was not in the best interest of the economic development. ADOT had initiated discussions to meet with the tribal council and discuss these concerns. AGENDA ITEM #2 - MAYOR'S REPORT: #2.A. Maricoya Association of Governments Regional Council Meeting. Mayor Cutillo said he attended two (2) MAG meetings. One was a transportation public hearing held by MAG Regional Council and the ADOT Board. It was held to receive public comments on the ADOT tentative five (5) year plan, construction program and the MAG life cycle. Much of the discussion was centered on the Paradise Freeway. The other MAG meeting dealt with toll roads. Paradise Freeway would depend a great deal on air quality and what EPA said had to be done. The EPA would present what highway funding would be cut if stipulations were not met. The Arizona Department of Environmental Quality expected to meet the requirements, however a special meeting of the legislature in September might be needed to pass the laws which would include increased and more severe emission testing, increase in age limit of cars tested, and increase in charge to bring cars into compliance. The County set a public meeting for May 23 to discuss this further. #2.B. Maricoaa County Landfill Siting Committee. The process was expected to go to public hearings by October. The concern for Fountain Hills was that a letter of intent may be needed for future participation in the siting process. This would be a financial participation as well as vocal. Mayor Cutillo recommended Fountain Hills not participate with the financial obligation because wherever a county landfill would be, the difference in mileage would not make a lot of difference. Minutes of the Work Study Session of the Town Council 05/04/93 Page 1 of 2 AGENDA ITEM #4. - DISCUSSION OF THE PROPOSED CHANGES AND COMMENTS RECEIVED FROM OTHER JURISDICTIONS REGARDING THE PROPOSED GENERAL PLAN FOR THE TOWN OF FOUNTAIN HILLS. Following are comments/additions that were discussed on the General Plan: Page 4-6 - Existing Land Use Plan: The CAP well should be included on the map. Page 4-20 - Section 4.4 PLANNING RECOMMENDATIONS: Remove the ' at the beginning of the sentence and change "no" to "know". Page 6-5 - Section 6.2, Subsection F) Long -Term Treated Effluent (Reclaimed Water Use Plan).: Last sentence of lust paragraph, "..the volume of this recourse.." would be changed to "..the volume of this resource.." "This practice represents a gross utilization.." would be changed to read "This practice represents a gross under utilization.." AGENDA ITEM #5 - ADJOURNMENT.
